SOLUTION_BRIEFING
// HOW 2501 HANDLES IT
When a service fails because something it depends on failed first, the error shows up against the wrong service. 2501 traces the chain of dependencies to where it actually broke, fixes it and brings the service back, within limits you set.
A service will not come up. Its logs say it cannot reach something it needs, and its own configuration is fine. Often it was started even though what it needs had already failed, so its error looks unrelated. The broken piece may be two or three links away from the one that alerted.
The Services specialty follows the dependency chain to the service that actually failed, rather than stopping at the one that reported the error. It corrects the configuration at fault and brings the service up; a change beyond a simple correction waits for a person's approval. It reports the chain it followed, so the next person can see why the fix was in a service the ticket never mentioned.

Why does the error name a service that is fine? It is the one that failed visibly. What it needed was missing, and the service responsible for providing it is elsewhere in the chain.
Why was the service started if its dependency had failed? Some dependencies only set the order services start in, without requiring success, so the service starts anyway into an environment that is not ready.
Can it just show me the chain? Yes. In investigate-only mode it reports the chain and the failing service, and changes nothing.
